BTW, there are many Plugins who can generate Responsive Menus for Small Devices. This Plugin is a popular one. You can also control the Menu Designs editing the CSS from responsive.css file.

<meta name=”viewport” content=”width=device-width” /> These are actually Plugins Territory. We need to follow the WP Theme Review guidelines strictly to get approval of our Themes for WordPress Repository. You will find the same <meta name=”viewport” content=”width=device-width” />
code for the WordPress default Themes.
