WP-Admin > Appearance > Background can work but that is not visible because the Content Container is over that. If you set Box Layout of the Theme, you can find the Background. The Appearance > Header is a WordPress Core Option and is not applicable for this Theme. You can also set your own Background Image for Header and Site Container following This Technique.
